How do you start a press release kit for a politcal campaign?

I have volunteered as a Comunications Director for a friend of mine who is running for the school board and I have to start a press release kit. Is there some kind of book that I can read so that I can follow a guideline? I have never done a press release kit before and need help. I would like to create a kit but I need to know the steps. Thanxs
